Goa is set to become the first State in India to develop a carbon profile covering all 191 panchayats, as the State Government moves to introduce a digital Carbon Profiling Tool to track emissions and carbon removals at the local level.
Goa Takes Climate Action to Panchayat Level
The Goa Government is taking climate action closer to local communities by developing a digital Carbon Profiling Tool under its Net Positive Panchayat (NPP) initiative. The platform will help panchayats measure greenhouse gas emissions, identify major sources, and track carbon removals through a common scientific framework.
The initiative will bring all 191 village panchayats under one statewide carbon profiling system. Once implemented, Goa could become the first State in India to establish a common carbon profile across every panchayat through a standardised digital platform.
The Goa Energy Development Agency (GEDA) has already tested the carbon profiling approach in three panchayats: Harvalem, Calangute and Caurem-Pirla. The pilot covered four financial years, from 2022-23 to 2025-26, and laid the foundation for the proposed statewide digital rollout.

Digital Tool to Track Emissions and Carbon Removals
The new platform will allow panchayat-level officials to enter information through a standardised interface. The system will then calculate greenhouse gas emissions and generate dashboards showing overall emissions, key sources and changes over time.
The tool will track emissions from several sectors, including household fuel use, public buildings, commercial establishments, electricity consumption, transport, waste, livestock and agriculture.
At the same time, the system will account for carbon removals from forest cover, mangroves and other natural green areas. This approach will allow panchayats to understand both their emissions and the carbon absorption capacity of their local ecosystems.
As individual panchayats generate their carbon profiles, the Government will consolidate the information into a statewide greenhouse gas profile.
Data to Drive Local Climate Planning
The carbon profiles will give panchayats a measurable baseline for climate action. Local authorities can use the data to identify the sectors that generate the highest emissions and plan targeted interventions.
The profiles will also support the preparation of Net Positive Action Plans. Panchayats can use these plans to set priorities, implement climate measures and monitor progress from year to year.
The Government will roll out the initiative in phases and provide training and handholding to panchayats and other officials. This will help local bodies adopt the digital system and maintain consistent data across the State.
Building a Net Positive Goa
The initiative strengthens Goa’s efforts to integrate climate action into grassroots governance. Instead of relying only on broad State-level estimates, the carbon profiling system will create a detailed picture of emissions and carbon removals at the panchayat level.
The concept note prepared by GEDA describes carbon profiling as the baseline measurement framework for the Net Positive Panchayat programme. The data will help panchayats move from assessment to targeted planning and measurable climate action.
While village-level carbon-neutral initiatives have emerged in other parts of India, including Palli in Jammu and Kashmir and Meenangadi in Kerala, GEDA’s concept note highlights the proposed Goa model’s focus on applying a common methodology across an entire State.
With the proposed digital platform, Goa is working to put scientific carbon data directly into the hands of local governments and use it to shape practical climate action across all 191 panchayats.
