Goa has made a major leap in electric mobility, rising 10 places to rank fifth nationally in the India Electric Mobility Index (IEMI) 2025. The State scored 65 points, up from 43 in the previous edition, and entered the ‘Top Performer’ category.
The latest India Electric Mobility Index 2025: Tracking Electric Mobility Trends in Indian States report highlights Goa’s rapid progress in electric vehicle adoption, charging infrastructure and EV research and innovation.
Goa’s growing adoption of electric vehicles among private users has contributed significantly to its improved performance. The State recorded a 12 per cent private EV adoption rate in 2025, the second-highest rate in the country, covering electric two-wheelers and cars.
With an impressive score of 65, Goa proudly secures its place among the nation’s top-ranking regions, standing tall alongside powerhouses like Delhi (84), Maharashtra (78), Karnataka (73), and Chandigarh (71). Crucially, Goa has surged ahead of Tamil Nadu (61), proving its dynamic trajectory as a celebrated fast-rising performer leading the future of electric mobility.

Charging Infrastructure Drives Goa’s Progress
Goa has strengthened its electric mobility ecosystem by expanding charging infrastructure across the State. Its Charging Infrastructure Readiness score surged to 92 out of 100, marking an improvement of 54 points over the previous year.
The State also provides a subsidy of up to ₹8 lakh for setting up public charging infrastructure. The support covers electricity infrastructure costs linked to charging stations.
Goa secured full marks on several charging infrastructure indicators, including the charger-to-vehicle ratio, capital subsidies, charging infrastructure development initiatives, EV-related building bylaws and power availability.
These measures have helped create a stronger foundation for wider EV adoption across the State.
EV Adoption and Innovation Gain Momentum
Goa scored 53 in Transport Electrification, maintaining the same score as 2024. At the same time, its EV Research and Innovation score increased to 51, registering a 22-point improvement.
The State has also proposed identifying Panaji Smart City, heritage zones, tourist areas, airports and railway stations for transition towards areas with 100 per cent mandatory EV adoption.
The report, however, highlights areas where Goa can further expand its electric mobility ecosystem. Commercial EV adoption, EV-related startups, research and development, Centres of Excellence and skill development remain key areas for future growth.
Goa Builds Momentum for Green Mobility
The IEMI evaluates States and Union Territories across three key areas: transport electrification, charging infrastructure readiness, and EV research and innovation. Transport electrification carries a 50 per cent weightage, followed by charging infrastructure at 30 per cent and research and innovation at 20 per cent.
Goa’s rise from 15th place to fifth reflects the State’s growing focus on electric mobility and supporting infrastructure. With stronger private EV adoption, improved charging readiness and expanding innovation efforts, Goa continues to build the infrastructure needed for a cleaner and more sustainable transport ecosystem.
