From Learning To Earning: Goa’s Apprenticeship Programme Trains 21,000+ Youth

Goa’s Chief Minister’s Apprenticeship Programme has trained over 21,000 youth, giving young Goans practical workplace exposure, financial support and industry-relevant skills to help them prepare for employment.

For many young people, completing an educational qualification is only the beginning of their career journey. The bigger challenge is gaining practical experience and finding an opportunity to enter the workplace.

Goa’s Chief Minister’s Apprenticeship Programme is helping bridge this gap. The programme has now engaged and trained more than 21,000 youth, creating opportunities for young Goans to gain hands-on experience while developing skills relevant to the employment market.

From Classroom Learning To Workplace Experience

The programme focuses on on-the-job training, allowing apprentices to learn in actual professional environments rather than relying only on classroom education.

Depending on the trade and apprenticeship stream, training can range from six to 12 months and, in certain streams, extend to 24–36 months. This gives participants sufficient time to understand workplace processes, develop technical abilities and build professional confidence.

The experience also helps young people become familiar with workplace discipline, teamwork, communication, problem-solving and other skills that employers expect from new recruits.

Earn While You Learn

A key feature of the programme is the monthly stipend provided to apprentices. Government support and contributions from participating establishments help provide financial assistance to youth during their training period.

This allows participants to gain professional experience while receiving financial support, making the transition from education to employment more practical.

For young people beginning their careers, the combination of training, workplace exposure and financial support can provide a stronger starting point than entering the job market without prior professional experience.

Opportunities Across Multiple Sectors

The programme covers a wide range of sectors and trades, including IT, electronics, manufacturing, services, governance assistance and technical trades.

This broad sectoral coverage allows youth with different educational and professional backgrounds to explore apprenticeship opportunities suited to their qualifications and interests.

Diploma holders, graduates, ITI pass-outs and Class 12 graduates can apply for suitable opportunities, widening the programme’s reach among young people preparing to enter the workforce.

How The Programme Connects Youth With Employers

The apprenticeship system brings together government, employers and young people through a structured process.

First, industry alignment: Public and private sector establishments register on the government apprenticeship portal and identify available training opportunities.

Second, matching and selection: Eligible youth apply for positions that match their educational qualifications, technical skills and career interests.

Third, stipend support: The government supplements employer contributions towards stipends, helping reduce the financial burden on participating establishments while encouraging them to create more apprenticeship opportunities.

This creates a direct link between young talent and workplaces, giving employers access to potential talent while allowing youth to acquire experience before entering regular employment.

Building A Job-Ready Generation

The significance of the programme goes beyond the number of apprentices trained. Its larger objective is to make young Goans better prepared for the demands of the workplace.

By combining education with practical training, industry exposure and financial support, the programme gives youth an opportunity to develop skills in real working environments.

For the government, the initiative strengthens the connection between education and employment. For employers, it creates a channel to train and identify young talent. And for young Goans, it provides an opportunity to take their first step into the professional world with experience already on their résumé.

With more than 21,000 youth trained, the CM’s Apprenticeship Programme is emerging as an important pathway for helping Goa’s young workforce move from learning to earning.
