Goa Implements Telecommunications (Right of Way) Rules 2024 to Streamline Telecom Infrastructure Permissions

The Goa Government has implemented the Telecommunications (Right of Way) Rules, 2024, with effect from January 1, 2025, to simplify the process for obtaining permissions for telecom infrastructure. The new framework introduces online processing of Right of Way applications through the Goa Waste Management Corporation (GWMC). It also clarifies provisions relating to levies, coercive action and No Objection Certificates for telecom towers on private property. The move will support faster infrastructure deployment and strengthen Goa’s digital connectivity.

Goa Moves Towards Faster and Better Digital Connectivity

Reliable internet and uninterrupted mobile connectivity have become essential for education, businesses, healthcare and everyday communication. Recognising the importance of robust telecommunications infrastructure, the Goa Government has implemented the Telecommunications (Right of Way) Rules, 2024, across the state with effect from January 1, 2025.

The move aims to simplify the approval process for telecom infrastructure, reduce procedural hurdles and create a clearer framework for deploying mobile towers and telecommunications networks across Goa.

The Department of Information and Publicity announced the implementation on October 28, 2026, following information shared by the Goa Waste Management Corporation (GWMC).

Online Portal to Simplify Permission Process

Under the new framework, GWMC will process all applications seeking Right of Way (RoW) permissions for telecommunications network infrastructure on properties and infrastructure that it owns, controls or manages.

The corporation will use the designated online RoW Portal to receive, process and monitor applications. Its designated RoW Nodal Officer will operate the portal using GWMC’s official login credentials and oversee the applications.

This digital process will bring greater clarity and efficiency to telecom infrastructure approvals while ensuring that applicants follow the prescribed legal framework.

Clear Rules on Levies, Coercive Action and NOCs

The Telecommunications (Right of Way) Rules, 2024, read with the Telecommunications Act, 2023, also establish important provisions to facilitate the deployment of infrastructure.

Under Section 14(3) of the Telecommunications Act, 2023, authorities cannot impose property tax, levies, fees or duties on telecommunications network installations covered by the provision.

Similarly, Section 14(4) protects telecommunications network infrastructure from coercive action under the Act.

The notification also clarifies that authorities should not insist on a No Objection Certificate (NOC) for installing telecommunications towers on private property, as provided under Rule 15(1) of the Telecommunications (Right of Way) Rules, 2024.

These provisions establish a more predictable regulatory environment for telecom infrastructure providers and property owners.

How Goans Will Benefit

The implementation of these rules will support the expansion of telecommunications infrastructure and strengthen digital connectivity across Goa, taking the state a step closer to the vision of Digital India.

Streamlined permissions will help telecom providers expand fibre-optic networks, strengthen mobile connectivity and improve network coverage, including in areas that need better services.

Reliable connectivity will benefit students accessing online education, professionals working remotely, businesses conducting digital transactions and citizens using online government services.

By simplifying approvals and establishing clear regulatory provisions, the Goa Government is advancing its digital infrastructure and moving towards a more connected, digitally empowered Goa in line with the Digital India vision.

Building a Digitally Connected Goa

The implementation of the Telecommunications (Right of Way) Rules, 2024, marks an important step towards improving the ease of deploying telecom infrastructure in Goa.

Through online permissions, clearer regulatory provisions and a streamlined administrative process, the state aims to facilitate telecom network expansion and support its growing digital requirements.

As Goa continues to embrace digital governance, education, entrepreneurship and technology-driven services, reliable telecommunications infrastructure will play a crucial role in connecting communities and supporting the state’s development.
