The Goa Government will launch the month-long Seva Sankalp Abhiyan 2026 from September 17, bringing a wide range of welfare, development, cultural, cleanliness and citizen-outreach activities across the state. The campaign will continue until October 17 and will involve schools, colleges, panchayats, municipalities, Assembly constituencies and public institutions.
Chief Minister Pramod Sawant announced that the campaign will highlight development and welfare initiatives associated with Prime Minister Narendra Modi’s 25 years in executive public office. The programmes will also promote the broader vision of Viksit Bharat by 2047, while encouraging citizens, students, frontline workers and local representatives to participate.

Campaign Begins With ‘Aashirwad Ka Diya’
The campaign will begin on September 17 with ‘Aashirwad Ka Diya’, where beneficiaries of Central Government welfare schemes will light seven lamps at their homes at 7 pm. Beneficiaries of schemes including PM Awas Yojana, Ayushman Bharat, Startup India and Stand-Up India will participate in the initiative.
The campaign will also create opportunities for students to showcase their ideas and understanding of Goa’s development journey. Under ‘Seva Chitra’ and ‘Mere Sapno Ka Bharat’, schools and higher secondary institutions will organise drawing, sketching and elocution competitions.
Students will highlight major development projects in Goa, including Manohar International Airport, the Super Specialty Hospital, Zuari Bridge and the Porvorim Elevated Corridor.
Focus on Youth, Culture and Frontline Workers
Colleges and public Ganesh Utsav mandals will conduct street plays, drama and theatre competitions under ‘Seva Smaran’ and ‘Namo Seva’, with support from the Art & Culture Department and the Directorate of Sports & Youth Affairs.
The campaign will also recognise the contribution of Anganwadi and ASHA workers. District-level conventions under ‘Angan Ka Milan’ and ‘Angan Milan Seva’ will provide frontline workers an opportunity to share their experiences and discuss their role in delivering public services.
Social media influencers and content creators will participate through ‘Kahani Badlav Ki / Seva Ki Kahani’, documenting development-related changes in Goa and across the country.

Government Services to Reach Citizens
A major focus of the campaign will be direct citizen outreach. Under ‘Seva Setu Abhiyan / Sarkar Aapke Dwar’, outreach camps will be organised across all 40 Assembly constituencies to help citizens access government schemes and services closer to their homes.
The campaign will also feature cleanliness drives under ‘Seva Mera Yogdan’ at Amrit Sarovars, heritage sites, temples, churches and other public places.
Rangoli and elocution competitions will be held under ‘Seva Ke Rang, Rashtra Ke Sang’, while colleges will organise AI and IT-focused hackathons through the ‘Hackathon & Innovation Challenge (Seva First)’ to encourage young people to develop technology-based solutions.
Focus on Grassroots Governance
The government will also organise ‘Jan Seva Mahakumbh / Sushasan Seva Samvad’ at three locations. Panchs, Sarpanchs, councillors and other local representatives will participate in these governance-focused conventions to discuss public service delivery and grassroots administration.
The campaign will also feature ‘Seva Jyoti Yatra / Kalash Yatra’ processions across Assembly constituencies. Under the ‘Vadnagar to Varanasi Yatra’, citizens and BJYM members from Goa will participate in a motorcycle rally tracing Prime Minister Modi’s journey from Vadnagar to Varanasi.
Goa Government Calls for Statewide Participation
Chief Minister Pramod Sawant said the programmes will be conducted on a large scale throughout Goa from September 17 to October 17. Government departments, Ministers, MLAs, Secretaries and departmental heads will participate in the month-long campaign.
The Seva Sankalp Abhiyan 2026 will bring together government departments, welfare beneficiaries, students, frontline workers, local representatives and citizens through a combination of public-service outreach, development-focused activities, cultural programmes, cleanliness drives and innovation initiatives.
The Goa Government has appealed to people across the state to participate actively in the programmes and make the month-long campaign a statewide public participation drive.
