Goa Police is accelerating its transformation into a technology-driven, citizen-centric force, with Union Home Minister Amit Shah highlighting major improvements in emergency response, cybercrime management, and implementation of new criminal laws. The force has launched an AI-based Voice Assistant for the 1930 Cybercrime Helpline, while cutting its average emergency response time from 18 minutes to less than eight minutes.
AI Takes Centre Stage in Goa’s Cybercrime Response
Goa Police has taken a significant step towards AI-powered policing with the launch of an AI-based Voice Assistant for the 1930 Cybercrime Helpline.
Union Home and Cooperation Minister Amit Shah launched the technology during the President’s Colour Parade at Dr Shyama Prasad Mukherjee Stadium, Panaji, on September 7.
Developed by the AI-ML Lab of Goa Police, the system is designed to interact directly with complainants, collect essential information about cyber-fraud incidents and record complaints.
The AI assistant can communicate in 12 languages, including English, Hindi, Marathi, Konkani, Odia and Gujarati, helping overcome language barriers in a state that receives visitors from across the country and abroad.
Shah praised the initiative, saying Goa has moved ahead of several other states in using technology to assist cyber-fraud victims. He also stressed the need to make the service accessible to visitors and people from different parts of India by expanding support for Gujarati and other major regional languages.

Cyber Fraud Losses Down 30%
The AI assistant builds on Goa Police’s cloud telephony-based 1930 Cybercrime Helpline, launched in October 2025.
Since its launch, the helpline has strengthened the state’s response to cyber financial fraud, with Goa Police reporting that not a single cyber-fraud call received through the helpline has gone unanswered.
The figures reflect the impact of faster intervention. From January to August 2026, the amount lost to cyber fraud declined by 30%, highlighting the importance of timely reporting, rapid intervention, and coordinated police response.
The new AI system is expected to further improve the process, particularly during periods of high call volumes, by helping gather information and register complaints more efficiently.
Emergency Response Time More Than Halved
Goa Police has also achieved a major improvement in responding to people in distress.
Its average emergency response time has fallen from 18 minutes two years ago to less than eight minutes, effectively more than halving the time taken to reach citizens requiring assistance.
The force reported that its average response time dropped by eight minutes in August 2026.
Shah has now set an even more ambitious target, calling on Goa Police to bring the response time down to six minutes or less.
He said the target could be achieved with the addition of more police vehicles to the fleet, including cars and motorcycles already deployed on the roads.
The focus on faster response reflects a broader effort to make policing more visible, accessible and responsive to citizens.

Second in India for New Criminal Laws
Goa Police has also earned recognition for its implementation of the country’s three new criminal laws.
According to Shah, Goa Police had remained No. 1 nationally for several months and now ranks second in the country, recording an impressive 93.38% performance score.
The achievement highlights the force’s efforts to adapt to the new legal framework and strengthen modern policing practices.
Building a Fitter Police Force
Shah also called for a stronger sporting culture within Goa Police, stressing that physical fitness and overall well-being are essential for police personnel.
While Goa has traditionally been strongly associated with football, the Home Minister encouraged police personnel to participate in different sporting disciplines.
A broader sporting culture, he said, can help personnel remain fit, healthy and mentally prepared for the demanding responsibilities of policing.

The presentation of the President’s Colour to Goa Police marked a proud milestone for the force, but the achievements highlighted by Amit Shah point towards an even bigger transformation.
From AI-powered cybercrime assistance and multilingual helplines to faster emergency response and stronger implementation of criminal laws, Goa Police is increasingly using technology and innovation to improve public service.
With emergency response already below eight minutes and a new target of six minutes or less, the focus is now firmly on speed, accessibility and efficiency.
The AI-enabled 1930 helpline adds another layer to this transformation, ensuring that citizens and tourists can report cyber fraud more easily and receive faster assistance.
