₹0 Borrowed, ₹1,103 Crore Repaid: Goa Keeps Its Finances On Track

Goa has maintained zero open-market borrowing during the current financial year up to August 31, 2026, while simultaneously repaying ₹1,103 crore of its existing debt, Chief Minister Pramod Sawant said.

The positive financial figures come despite Goa having an approved open-market borrowing limit of ₹3,700 crore. The government has so far chosen not to utilise the available borrowing capacity, while continuing to meet its existing debt obligations.

The figures also offer a different perspective amid allegations and criticism surrounding Goa’s borrowing and debt position. While claims may have raised concerns about the state’s finances, the numbers presented by the Chief Minister show a focus on controlled borrowing, debt repayment and fiscal discipline.

For Goa, the approach is significant not only for managing finances today but also for protecting the state’s financial stability and creating greater fiscal space for the future of Goans.

The Reality Behind The ₹3,700 Crore

One of the key points in the debate is the ₹3,700 crore borrowing limit. However, an approved borrowing limit does not mean that the government has actually borrowed that amount.

It simply represents the maximum borrowing capacity available to the state.

According to CM Sawant, Goa has so far chosen not to use that facility for open-market borrowing this financial year.

In other words:

  • ₹3,700 crore  approved borrowing capacity
  • ₹0  open-market borrowing till August 31
  • ₹1,103 crore debt repaid during the period

The difference between what Goa could borrow and what it has actually borrowed is therefore crucial to understanding the state’s financial position.

From Allegations To Reality

Political allegations can create an impression of financial stress, but the best way to assess the situation is through the actual numbers.

The figures shared by the Chief Minister indicate that the government has not rushed to utilise its available borrowing capacity. Instead, it has continued to meet existing debt obligations while keeping fresh open-market borrowing at zero.

This points towards an approach centred on financial prudence rather than borrowing simply because funds are available to be raised.

What It Means For The Future Of Goans

Financial discipline matters because today’s borrowing can become tomorrow’s obligation.

By keeping unnecessary borrowing under control and repaying existing debt, the government can preserve greater financial space for Goa’s future priorities from healthcare and education to infrastructure, roads, water supply and employment opportunities.

For Goans, the issue is therefore bigger than a political allegation. It is about whether the state is building a financial foundation that can support long-term development without placing unnecessary pressure on future generations.

The Reality Check

The numbers cited by CM Pramod Sawant present a straightforward picture: Goa had an approved borrowing limit of ₹3,700 crore, but has not borrowed from the open market so far this financial year and has instead repaid ₹1,103 crore in existing debt.

The allegations may have raised questions, but the reported figures provide a different perspective, one of controlled borrowing, debt repayment and a government seeking to safeguard Goa’s financial stability for the years ahead.
