From the introduction of a landmark Bill in Parliament to sustained engagement with the Centre, Goa has made its strongest push yet for Scheduled Tribe political reservation. The final implementation now hinges on constitutional procedures and electoral notifications.

Goa’s ST Political Reservation Moves Closer After Decades of Demand

For more than two decades after Scheduled Tribe communities in Goa received constitutional recognition, political reservation in the state’s Legislative Assembly remained an unfinished promise. While communities such as the Gawda, Kunbi and Velip secured Scheduled Tribe status, the absence of reserved Assembly constituencies meant their political representation continued to depend entirely on electoral outcomes rather than constitutional guarantees.

That equation began to change in 2024.

On 5 August 2024, the Union Government introduced The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024 in the Lok Sabha. Unlike earlier discussions that largely revolved around policy and legal interpretation, the Bill sought to establish a statutory mechanism for reserving Assembly seats for Scheduled Tribes in Goa. It marked the first concrete legislative effort to address a long-standing constitutional gap.

The momentum continued a year later. On 5 August 2025, the Lok Sabha passed the Bill, followed by the Rajya Sabha on 11 August 2025. Together, the approvals represented the most significant legislative milestone in Goa’s pursuit of Scheduled Tribe political reservation. The legislation authorises a process through which the Centre can appoint a Census Commissioner to determine the Scheduled Tribe population for the purpose of reservation, after which the Election Commission can amend the Delimitation Order to identify reserved Assembly constituencies.

For the Goa Government, the passage of the Bill transformed a decades-old demand into an implementable framework.

Since then, the state’s efforts have shifted from legislation to execution.

In 2026, Chief Minister Dr. Pramod Sawant and Goa Legislative Assembly Speaker Ramesh Tawadkar intensified discussions with the Union Government, including meetings with Union Home Minister Amit Shah, seeking to expedite the remaining procedural steps before the next Assembly elections. The state leadership has maintained that the legal framework is now in place and that timely notifications could allow the process to move forward.

The issue, however, is not entirely free from legal debate.

Earlier official responses placed before the Goa Legislative Assembly had noted that constituency readjustment would ordinarily follow the publication of the first Census conducted after 2026, reflecting constitutional provisions governing delimitation. The 2024 Bill attempts to provide a specific mechanism for Goa, creating a separate legislative pathway for Scheduled Tribe reservation in the state. Whether that mechanism enables implementation before the next Assembly election remains a subject of legal interpretation and administrative execution.

For Goa’s tribal communities, the significance extends beyond electoral arithmetic.

Political reservation would guarantee representation in a 40-member Assembly where no constituency has ever been reserved for Scheduled Tribes. Supporters argue that reserved seats would strengthen participation in debates concerning land rights, forest governance, tribal welfare, education, employment and development policies that directly affect Scheduled Tribe communities.

The government’s recent actions have therefore shifted the conversation from whether political reservation should happen to how soon it can become operational.

After years of memorandums, public campaigns and legislative advocacy, Goa’s Scheduled Tribe political reservation has entered its most decisive phase. Parliament has completed its role by passing the enabling legislation. The responsibility now lies with constitutional authorities to complete the remaining procedures that will determine when Goa witnesses its first Scheduled Tribe reserved Assembly constituencies. Whether that milestone arrives before the next Assembly election or after a future delimitation exercise will ultimately depend on the implementation of the law that Parliament has now placed on the statute books.
