Big Boost for Goa’s Women! CM Sawant Backs SHGs with ₹468 Crore in Bank Loans

Goa’s self-help groups (SHGs) have accessed more than ₹468 crore in loans through nationalised bank linkages, marking a major boost to rural livelihoods, women-led enterprises and financial inclusion in the state. Chief Minister Dr. Pramod Sawant said Goa currently has around 3,538 SHGs with nearly 45,855 members. The initiative is being strengthened under the Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM), with a focus on women’s empowerment and sustainable livelihoods.

₹468 Crore Bank Credit Reaches Goa’s Self-Help Groups

Nationalised banks have extended more than ₹468 crore in loans to self-help groups across Goa through bank linkages. According to the Chief Minister, Goa has around 3,538 self-help groups comprising approximately 45,855 members. The figures highlight the growing role of SHGs in strengthening grassroots livelihoods, particularly through women’s participation in agriculture, allied activities and non-farm enterprises.

Apart from bank-linked credit, around ₹10.32 crore has been provided as revolving funds, ₹29.87 crore as community investment funds and ₹1.78 crore as viability gap funds. Together, these financial interventions aim to help SHGs build sustainable livelihood activities and strengthen their economic base.

CM Sawant’s Push for Stronger, Self-Reliant Goan Women

Under Chief Minister Dr. Pramod Sawant’s focus on women-led development, Goa is placing greater emphasis on creating livelihood opportunities that can help women become financially independent and economically self-reliant. The State’s rural development efforts are supporting women’s participation across sectors such as agriculture, horticulture, pisciculture, floriculture and dairy farming, while also encouraging opportunities beyond traditional farm activities.

The approach is closely aligned with the Swayampurna Goa campaign, through which the State is working towards greater self-reliance by strengthening local livelihoods and economic activities. For women in self-help groups, such support can provide a pathway to access finance, build small enterprises, expand existing livelihood activities and contribute more substantially to household and community incomes.

The growing reach of SHGs, combined with bank credit and government-backed financial support, is therefore becoming an important part of Goa’s wider women empowerment strategy. By strengthening these grassroots institutions, the State is creating avenues for more Goan women to move from livelihood support towards sustainable economic independence.

Stronger SHG Federations to Give Goa’s Women More Economic Opportunities

Goa is also strengthening the institutional network behind its self-help groups, with 18 cluster-level federations currently operating across the state. Of these, two have been converted into Swavalambi Cluster-Level Federations, aimed at building more self-reliant and sustainable community institutions.

This strengthening of SHG federations is important because it gives women’s groups a stronger platform to coordinate livelihood activities, access support and explore opportunities for economic growth. Chief Minister Dr. Pramod Sawant has expressed confidence that the two Swavalambi federations can emerge as role models for other federations and SHGs in Goa, helping replicate successful approaches across the state.

The National Supportive Supervision Framework (NSSF) further supports this approach by encouraging states to share successful programmes and best practices. Representatives from Goa, Rajasthan, Uttar Pradesh, Gujarat, Daman & Diu and Maharashtra participated in the four-day zonal workshop, creating an opportunity to learn from different models of strengthening community institutions.

For Goa’s women, stronger federations can mean more than organisational support. They can help SHGs become better equipped to access financial resources, develop livelihood activities and build sustainable enterprises, strengthening the broader goal of women’s economic empowerment and a more self-reliant Goa.
