A Home for Every Goan CM’s Housing Scheme Set for Launch

The Goa Government is set to launch a new Chief Minister’s Housing Scheme aimed at providing affordable homes to Goans who currently do not have a house of their own. The scheme is expected to be launched during Diwali 2026, with the Goa Housing Board working on the eligibility criteria and implementation framework.

A New Housing Push for Goans Without Independent Homes

For many Goan families, having a home of their own remains a challenge, particularly for those who do not have independent housing or face difficulties continuing to live in ancestral properties due to family disputes. Recognising this housing gap, the Goa Government is preparing to introduce a new Chief Minister’s Housing Scheme aimed at providing affordable accommodation to eligible Goans who do not have a house of their own.

The scheme is expected to be launched around Diwali 2026, with the Goa Housing Board working on the eligibility criteria and implementation framework. The initiative is intended to provide housing security to residents who may otherwise struggle to arrange suitable accommodation.

Government Housing as a Solution

Under the proposed scheme, the government plans to construct 1BHK homes and provide them to eligible beneficiaries on lease, rather than transferring ownership of the properties.

The lease-based model is designed to ensure that government-built homes continue to serve families who genuinely require housing. Beneficiaries will not be able to sell the accommodation for profit. If a beneficiary later acquires a house of their own, the leased home can be vacated and subsequently allotted to another eligible applicant.

This approach allows the government to create a housing pool that can continue supporting families in need over the long term.

The government is expected to introduce specific eligibility conditions before applications are invited. Among the proposed requirements is proof of at least 30 years of residence in Goa.

The eligibility safeguards are intended to ensure that the scheme benefits Goans who have been residing in the state for a long period and do not have independent housing. Applicants will also be required to meet other conditions that will be finalised by the Goa Housing Board.

Pernem to See the First Homes

The scheme is planned to be implemented across all talukas of Goa, with Pernem expected to have the first housing units under the initiative.

Two patches of government land have already been identified in Pernem for the construction of 1BHK flats. These initial housing units are expected to provide a starting point for the wider rollout of the scheme across the state.

Chief Minister Dr Pramod Sawant had earlier announced the proposed Goa-specific housing initiative, broadly modelled on the Pradhan Mantri Awas Yojana, while emphasising the need to address the housing requirements of residents without their own homes.

From Planning to Implementation

The Goa Housing Board is currently working on the framework that will determine who qualifies for the scheme, how applications will be assessed and how the houses will be allotted.

Once the eligibility criteria and implementation mechanism are finalised, the scheme is expected to be rolled out in phases, beginning with the identified land and proposed housing units in Pernem before expanding to other talukas.

By combining government-supported construction, long-term leasing and strict eligibility conditions, the Chief Minister’s Housing Scheme aims to address a specific housing gap while ensuring that public resources continue to benefit families who genuinely need assistance.

For eligible Goans, the initiative could provide more than just a roof over their heads—it could offer greater housing stability and a pathway to a more secure future.
