Goa is set to take a structured step towards strengthening the quality of school education with the pilot implementation of the School Quality Assessment and Assurance Framework (SQAAF) in select secondary schools from the current academic year.
Under the initiative, participating schools will voluntarily conduct a self-assessment across 320 parameters, enabling them to identify gaps, recognise their strengths and prepare strategies for further improvement.
The framework is part of the broader vision of the National Education Policy (NEP), which places greater emphasis on improving educational standards through regular assessment, reflection and evidence-based planning.

Schools to Conduct Self-Assessment
Goa has prepared a dedicated online portal for the implementation of SQAAF. Schools participating in the pilot will assess their own performance and submit the required information through the portal.
The process will be coordinated at the taluka level by the Taluka Level School Complex Committee, which will oversee the collection and submission of data.
According to the Goa Board of Secondary and Higher Secondary Education, an initial orientation workshop has already been conducted for school heads, with several institutions expressing their willingness to participate in the voluntary exercise. A second orientation programme is also scheduled to further familiarise schools with the framework.
The information collected through the portal will subsequently be placed before the State School Standards Setting Authority, headed by the state education secretary.
The authority will include representatives such as the Goa Board chairperson, the Director of Education and the Director of the Goa State Council for Educational Research and Training.

Assessment Across Five Key Areas
SQAAF will examine schools across five broad domains, providing a comprehensive picture of how an institution functions.
1. Administration and Management
The assessment will examine areas such as strategic planning, resource management, safety protocols and teacher development.
2. Curriculum and Learning
Schools will assess the integration of digital literacy, arts and sports, multilingual education, indigenous knowledge and mental health support.
3. Assessment Practices
The framework will also examine the adoption of competency-based and formative assessment methods, Holistic Progress Cards, credit systems and community-linked projects.
4. Infrastructure
Parameters related to smart classrooms, libraries, green buildings and accessible facilities will form an important part of the assessment.
5. Inclusiveness and Student Support
The framework will also focus on specialised support for students with disabilities, gender and cultural sensitivity, tribal engagement, dropout prevention and talent development.

From Assessment to Improvement
The objective of SQAAF is not merely to rank schools, but to help them understand where improvement is needed.
Based on the information collected, schools will receive guidance to address areas where they may be falling short. At the same time, institutions performing well will be able to identify their strengths and benchmark their performance against other schools.
The framework is built around three key functions—self-assessment and reflection, strategic improvement planning and public disclosure of performance.
By encouraging schools to regularly evaluate their systems and outcomes, the initiative aims to make quality improvement a continuous process rather than a one-time exercise.
What It Could Mean for Goa’s Schools
The pilot marks an important move towards a more data-driven and comprehensive approach to school quality in Goa.
Rather than focusing only on academic results, the framework takes into account multiple aspects of a student’s educational experience—from teaching practices and infrastructure to mental health, inclusiveness, safety and overall development.
As participating schools begin the self-evaluation process, the data generated through SQAAF could help education authorities better understand common gaps and plan targeted interventions.
For schools, it provides an opportunity to reflect on their existing systems, strengthen areas that require attention and build on practices that are already delivering positive results.
With the pilot set to begin in select secondary schools, SQAAF could lay the groundwork for a more systematic approach to quality assurance across Goa’s education system.
