Goa Police has signed an MoU with the Bureau of Police Research & Development (BPR&D), Ministry of Home Affairs, to strengthen beat-level policing through technology, community engagement and structured monitoring.
The partnership will implement a One Year Action Plan for Effective Utilization of Beat Level Policing, bringing modern tools and national-level expertise to policing at the grassroots.
Goa Police Pushes Modern Beat-Level Policing
The Goa Police and Bureau of Police Research & Development (BPR&D), Ministry of Home Affairs, have signed a Memorandum of Understanding to implement a technology-driven action plan for effective beat-level policing.
The initiative follows recommendations from the 2025 DGsP/IGsP Conference, which called for focused efforts to strengthen policing at the beat level. The initiative also supports the national vision of SMART policing, which promotes a police force that remains modern, mobile, responsive, accountable and technology-enabled.
The Goa Government is taking forward this approach by strengthening policing closer to citizens. The initiative will focus on six key areas: rationalising beat structures, improving community engagement, generating and using beat-level information lawfully, integrating technology, monitoring performance through key performance indicators (KPIs), and building the capacity of beat and supervisory officers.
Under the MoU, BPR&D will provide a common implementation framework, structured training material, and expert guidance. Goa Police will lead the operational implementation across the state.

Digital Technology To Transform Beat Policing
Goa Police has partnered with the National Informatics Centre (NIC), Goa, to develop a technology-driven system under the MoU.
A key component will be a digital beat book, which will bring beat-level information, verification records and field data onto a single platform. This system will help police personnel access and manage information more efficiently while strengthening field-level coordination.
The initiative will also promote stronger interaction between police personnel and local communities, helping beat officers understand local issues and respond more effectively.
Goa’s compact geography and existing groundwork in beat policing provide a strong foundation for implementing the technology-driven model. The experience gained through the initiative will also contribute to wider implementation of the action plan.
The partnership marks another step towards modernising Goa Police and making policing more technology-driven, community-connected and responsive. By combining national expertise, digital tools and field-level implementation, the initiative aims to strengthen policing where citizens interact with the system most directly at the beat level.
