The Hutatma Smruti Smarak at Patradevi is set to be inaugurated on August 26, 2026, by Union Defence Minister Rajnath Singh at 10:30 a.m. The memorial, developed by the Government of Goa, will serve as a permanent tribute to the martyrs and freedom fighters who sacrificed their lives during Goa’s liberation movement.
Located at Patradevi near the Goa–Maharashtra border in Pernem, the memorial holds special significance in Goa’s liberation history. The site witnessed a defining chapter of the struggle against Portuguese rule, when Satyagrahis attempted to enter Goa as part of the liberation campaign. Patradevi therefore stands as a powerful symbol of courage, sacrifice and the collective resolve to free Goa from Portuguese rule.

The History Behind Patradevi
The struggle for Goa’s liberation intensified after India gained independence in 1947, as Goa continued to remain under Portuguese rule. One of the important phases of the movement came on August 15, 1955, when thousands of volunteers from across India participated in a peaceful Satyagraha against Portuguese rule in Goa. Carrying Indian flags, the first group of Satyagrahis entered Goa through Patradevi, where they were met with Portuguese machine-gun fire.
Several Satyagrahis lost their lives at Patradevi, while others were martyred at different locations during the movement. People from different parts of the country came together for Goa’s freedom, standing united in the face of Portuguese repression. Around 74 Satyagrahis lost their lives in the struggle, leaving behind a legacy of courage and sacrifice that continues to be remembered in Goa.

From a Memorial Site to a Dedicated Smarak
The Government of Goa has been working to preserve and strengthen memorials associated with the state’s freedom struggle. In 2022, Chief Minister Dr. Pramod Sawant announced that the government would renovate martyr memorials across Goa, including the one at Patradevi, so that these sites could be preserved as places of remembrance.
The Patradevi memorial has since undergone redevelopment. The project was undertaken by the Goa State Infrastructure Development Corporation (GSIDC) and was reported to have been completed at a cost of around ₹4.9 crore. The redesigned memorial includes a central monument, murals, sculptures and galleries depicting important aspects of Goa’s liberation movement and the Satyagraha struggle.
The Goa Government had earlier indicated that information about freedom fighters would also be displayed at the venue, turning the memorial into not only a place of tribute but also a space for visitors to learn about Goa’s liberation history.

A Memorial for Future Generations
The inauguration of the Hutatma Smruti Smarak is expected to give renewed prominence to Patradevi’s place in Goa’s history. By bringing together monuments, sculptures, murals and historical information, the memorial aims to ensure that the sacrifices made during the liberation struggle are remembered beyond textbooks and official commemorations.
For Goa, Patradevi stands as a reminder that the state’s liberation was shaped not only by the events of December 1961, but also by years of resistance, Satyagraha and sacrifice that preceded it.
